Under consideration is the model of international inclusive education created on the basis of the Jomtien Declaration (1990), which especially emphasizes that people with disabilities, including children, have equal rights to education. The basis is a partnership aimed at creating an environment and culture in which everyone — both teachers and pupils — is to be equal. Therefore, the study of international experience in the development of inclusion enables to apply the world practical achievements to Russian educational environment. The transition to inclusive education models has become one of the major problems of the world educational policy over the past 20 years. The article regards the main landmarks in the historical and pedagogical process of forming the inclusive education models abroad as well as the distinctive features and stages of development of the system of integrated teaching of children with health disabilities.
